Job Description

 

Position Title:  VP, Assistant System Chief Clinical Officer

This position will oversee, lead and direct the development, evaluation and monitoring of provider relations and clinical services strategies by providing expertise and building strategic relationships that result in evidence based, high quality and cost-effective care to further ADAMH’s mission and vision of supporting all individuals and families in Franklin County in achieving optimal mental health and wellness.

Primary Responsibilities/Expected Outcomes:

  • Represents ADAMH as required during community functions; including participation on assigned task forces, ADAMH-sponsored conferences, forums, and speaking engagements on ADAMH’s goals as related to behavioral health services.
  • Consults with the System Chief Clinical Officer and Director of Clinical Services regarding clinical disputes, including but not limited to issues of hospitalization, least restrictive environment, or disagreements between agency chief clinical officers or medical directors.
  • Oversees continuity of care agreement executed by the CEO and System Chief Clinical Officer with the state institution operated by OhioMHAS.
  • Under direction of SCCO, ensures that persons in the system with mental illness or alcoholism/drug addiction are properly assessed and referred, receive prevention and treatment in the least restrictive setting, and receive services that meet standards of quality and safety.
  • Oversees the development and incorporation of best practices as a foundation for creating a comprehensive clinical services strategy that is culturally competent.
  • Increases understanding of mental illness and alcoholism/drug addiction by ADAMH staff, system staff, and community at large.
  • Oversees provider performance management protocols to assure ADAMH Board investments are supporting evidence-based practices to provide equitable access to quality care for all individuals and families in Franklin County.
  • Provides expertise to help guide direction for investments in prevention, treatment, crisis, housing and support services for Franklin County residents.  
  • Coordinates the oversight of all programs of region’s state-operated hospital and system of care agencies funded by the board.
  • Participates in the development of clinical/medical programs and monitors the effectiveness of such programs at community behavioral health and alcohol and drug addiction agencies.
  • Establishes effective working relationship with system medical directors, clinical directors, executive directors, universities and ADAMH staff to achieve a positive impact on clinical leadership and “best practices” throughout the system.
  • Oversees the investigation of any complaint alleging abuse or neglect of any person receiving addiction services, mental health services, or recovery supports from a community addiction services provider or community mental health services provider or alleging abuse or neglect of a resident receiving addiction services or with mental illness or severe mental disability residing in a residential facility and manages the collection of and reviews reportable incident information that providers report bi-annually to OhioMHAS.
  • Supports development of and oversees the activation of response plans requested by the Franklin County Emergency Management and Homeland Security.
  • Supervises, trains, and provides work direction and problem-solving assistance for personnel, including oversight of daily operations of assigned staff.
  • Other duties as assigned.
  • Must be willing to undertake some travel.


Core Competencies/Demonstrated Skills:

Education:  Master’s Degree in Social Work, Nursing, Psychology, Healthcare Administration or related field.
                     And
                     Licensed Registered Nurse with State of Ohio or Licensed Independent Social Worker with Supervisor
                     designation (LISW-S) or Licensed Professional Counselor or equivalent.

Experience:  Five (5) years’ work experience in an administrative and supervisory capacity in the behavioral health field.
                      Responsibility for clinical care, best practice development, needs assessment, data analysis, quality improvement
                      and service delivery planning. Experience in community and/or hospital based behavioral health services and good
                       knowledge of behavioral health care and relevant social services systems in Franklin County.

  • Successful experience operating in a public agency in a position of high visibility and accountability.
  • Able to supervise others by providing open, two-way communication that supports the achievements of goals.
  • Proficiency in Microsoft Office.
